The Republic of Azerbaijan and the State of Kuwait established diplomatic relations on October 10, 1994 with Azerbaijan opening an embassy in Al-Kuwait in 2004 and Kuwait opening an embassy in Baku in 2006. Both countries, Kuwait and Azerbaijan, being subject of military occupation and aggression by neighbouring countries in the early 90s were primarily engaged in on overcoming foreign occupation and managing its dreadful consequences. Despite internal and external hardships, Kuwait and Azerbaijan spared no efforts to assist one another in this difficult period. Azerbaijani oil fire-fighters rushed in helping Kuwait counterparts to manage the consequences of fires irresponsibly set on the oil fields of Kuwait. And Kuwait Government and charity organizations were among the fist ones, which stretched their hand of assistance to Azerbaijan to alleviate humanitarian situation of refugees and internally displaced persons.
In development of bilateral relations between the two countries parliaments of both countries played an important role. On May 28, 1995 a decision was taken to establish “Friendship Group” between the Parliaments of Azerbaijan and the State of Kuwait. This decision was followed by the visit of Kuwait Parliamentary delegation presided by Vice-Speaker Mr.Saleh Yusif Al-Fadallah to Azerbaijan in September 1995. During the visit the delegation had high-level meetings with Azerbaijani leadership and discussed the perspectives of developing relations between Azerbaijan and Kuwait.
In May 1996 delegation headed by the Speaker of Milli Majlis (National Assembly) of Azerbaijan paid an official visit to the State of Kuwait. During the visit the delegation hold talks with His Highness Amir of the State of Kuwait, the Speaker of Kuwaiti Parliament and First Deputy Prime Minister and Minister of Foreign Affairs.
The conference organized in Baku on October 16-17, 1996 on problems of one million refugees and internally displaced persons of Azerbaijan with the closer participation of Kuwait Government, Kuwait Asia Muslims Committee and Saudi Arabia was very instrumental to galvanize wide humanitarian support for Azerbaijani refugees and IDPs, who were expelled from their permanent residences due to Armenian aggression.
In December 1996 Kuwaiti delegation headed by Kuwait Minister of Public Works and Labour Mr. Mohammad Al-Matad was in official visit to Azerbaijan to discuss the cooperation between two countries in this field. Kuwait Fund for Arab Economic Development has engaged in supporting two road infrastructure projects in Azerbaijan-Alat-Gazimammad highway and Baku ring road projects by launching several million loans.
26-28 September 2001 Kuwait-Azerbaijan Parliamentary Friendship Group visited Azerbaijan. During the visit the delegation was received by the leadership of Azerbaijan and hold discussion on the issues of mutual interest.
October 01, 2002 by the Decree of the President of the Republic of Azerbaijan the Embassy of the Republic of Azerbaijan to the State of Kuwait was established. On September 2004, by the Decree of the President of the Republic of Azerbaijan Mr. Shahin Abdullayev appointed as an Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the State of Kuwait.
Establishment of Embassy of the Republic of Azerbaijan to the State of Kuwait and Embassy of Kuwait in Azerbaijan fostered development of bilateral cooperation between the two countries. Mutually beneficial cooperation between the countries further broadened and deepened encompassing the areas like finance, economy, trade commerce, tourism and investment.
Throughout this period the Minister of Foreign Affairs, Deputy Minister of Foreign Affairs, Minister of Economy, Minister of National Security, Ministry of Education, Chairman of State Oil Fund, Minister of Ecology and Natural Resources, Chairman of State Accounting Chamber and delegation of the Ministry of Finance of the Republic of Azerbaijan visited Kuwait to discuss the issues of bilateral cooperation. From the State of Kuwait Minister of Foreign Affairs, Head of the Kuwait Invesment Authrority, Minister and Deputy Minister of Awqaf and Islamic Affairs, Deputy Minister of Information and Deputy Minister of Finance paid a visit to Azerbaijan.
Mechanism of political consultation has been established between the foreign ministers of two countries to have regular political consultations on the issues of mutual concern.
The visit of the President of the Republic of Azerbaijan H.E Mr. Ilham Aliyev to the State of Kuwait: Triumph of bilateral relations
The visit by the President of the Republic of Azerbaijan H.E Mr. Ilham Aliyev to the State of Kuwait on February 10-11, 2009 was a milestone development in enhancing bilateral relations between the Republic of Azerbaijan and the State of Kuwait. During the visit President Ilham Aliyev met with Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, Kuwait Prime Minister Sheikh Nasser Mohammed Al-Ahmed Al-Sabah and Speaker of Kuwait`s National Assembly Jassem Muhammad al-Kharafi.
President Ilham Aliyev and Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah described the bilateral relations between the two countries as developing successfully in various areas, particularly in the political sphere. The two leaders discussed prospects for developing relations in the fields of economy, trade, tourism and investment and exchanged views on international and regional issues. Following the meeting, the Azerbaijani President and Kuwaiti Amir exchanged highest state awards. Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah presented President Ilham Aliyev with Kuwait`s highest state award – the Mubarak Al-Kabeer Order. President Ilham Aliyev presented Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah with Azerbaijan`s highest award – the Heydar Aliyev Order.
During the meeting with Kuwait Prime Minister Sheikh Nasser Mohammed Al-Ahmed Al-Sabah importance of furthering economic cooperation between Azerbaijan and Kuwait was highlighted. While meeting with the Speaker of Kuwait`s National Assembly Jassem Muhammad al-Kharafi, both the Azerbaijani President and Speaker of Kuwait`s National Assembly pointed out the importance of inter-parliamentary relations between the two countries.
The visit of President Aliyev was featured by signing an Agreement for the creation of a Joint commission on cooperation between the Government of the Republic of Azerbaijan and the Government of the State of Kuwait; Agreement for the promotion and reciprocal protection of investments between the Government of the Republic of Azerbaijan and the Government of the State of Kuwait; Agreement for the avoidance of double taxation with respect to taxes on income and on property and prevention of tax evasion between the Government of the Republic of Azerbaijan and the Government of the State of Kuwait; Trade agreement between the Government of the Republic of Azerbaijan and the Government of the State of Kuwait; Agreement on tourism cooperation between the Government of the Republic of Azerbaijan and the Government of the State of Kuwait.
Given the determination and resources on both sides, there is every reason to expect that these ties will expand further and that the relationship between Azerbaijan and the State of Kuwait will become ever closer. |
