      The legalization of documents and legal acts by consulates and consular sections
of embassies of the Republic of Azerbaijan 


      The consul shall legalize the documents and legal acts performed by participation of the government authorities of a foreign state within a consular district or received from those authorities.

The legalization of documents

For foreigners;

      The documents to be submitted to the Embassy for legalization must be translated into Azerbaijani by a certified translator. Applicants must be advized that documents should also be:
      1 Acknowledged by a Notary Public of the country that accredited the Consul;
      2 Cerified by your MFA.


Requisition of documents

      Citizens of the Republic of Azerbaijan abroad and foreign citizens have the right to address the head archive department of the Ministry of Justice of the Republic of Azerbaijan, through diplomatic representation (consular sections) of the Republic of Azerbaijan abroad, and request certain documents. The following procedure applies:
      The applicant applies to the consul of the Republic of Azerbaijan and completes two application forms for each document being requested, and also pays the appropriate consular fee.
      The request is forwarded, through the consular department of Ministry of Foreign Affairs of the Republic of Azerbaijan, to the head archive department of the Ministry of Justice of the Republic of Azerbaijan. After a search has been completed, the head archive department sends the requested document to the consular department of Ministry of Foreign Affairs of the Republic of Azerbaijan for forwarding to the consular section where the application was submitted. 


                                                                     Notary acts 

      In accordance with article 44 of the Consular Charter of the Republic of Azerbaijan the consuls fulfills the following notarial acts:
      1) confirming transactions (contracts, testaments, power of attorney etc) except the contracts on expropriation of immovable property situated on the territory of the Republic of Azerbaijan,
      2) taking measures to protection of family heritage,
      3) issuing certificates on right to family heritage,
      4) issuing certificates on right to share in community property,
      5) attesting the authenticity of document copies and extracts,
      6) attesting the authenticity of signatures on documents,
      7) attesting the authenticity of translation of documents,
      8) confirming that a citizen is alive,
      9) confirming the location of a citizen,
      10) confirming the identity of a citizen correlates with a person depicted on a photo,
      11) confirming the time of submission of documents,
      12) holding money and securities in escrow,
      13) confirmation of creditor details,
      14) the safekeeping documents,
      15) providing legal attendance,
      16) taking marine protests


      Fees are chargeable these services in accordance with current regulations.

Visa requirements

      To obtain a viza for travel to the Republic of Azerbaijan the following documents must be submitted to the Consular section of the Embassy:

  • An invitation from Azerbaijan. (Invitation should be sent through Consular Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan).
  • For business, education and humanitarian visas: if an invitation from a receiving party or partner is not sent through Consular Department of the MFA, travelers should submit an invitation received by fax directly from a receiving party in Azerbaijan and a letter of request from the employer.
  • For tourist visas: confirmation from receiving tourist organization in Azerbaijan or from a hotel is required. Tourist visa is valid for exact dates fixed in advance.
  • For visitor visas: if invitation from the citizen of Azerbaijan is not sent through Consular Department of the MFA, the applicant has to state exact address and phone number of inviting party in the application form and to enclose it a copy of Azerbaijan citizen`s identity document.
  • One completed visa application form.
          Application form is available through the Embassy website or may be faxed upon request. (Please, answer all questions by typing or clearly printing in ink on both left and right sides of the application).
  • Original passport or travel document (photocopies will not be accepted).
  • Two passport-size photos.
  • Consular fee for issuing visas:
          Money orders and company checks only accepted. Diplomatic and official passports are fee-exampt.
  • Processing time - from 03 to 10 days
  • All foreigners visiting Azerbaijan for a period of more than 30 days must register their passports with the local passport-registration authorities.
  • Business hours are Sunday, Tuesday, Thursday 11AM to 1PM e.t.

    Fulfillment of notarial acts:
    For notary confirmation of proxies to give a right to use a property including automobile transportation means and to give order to use them, except a real estate situated in the territory of the Azerbaijan Republic, and for confirmation of proxies to fulfil the credit operations;

    Notary confirmation of contracts and bargains:
    For confirmation of property division, pledge and other unvalued contracts;
    75 US dollars
    For confirmation of other valued contracts; 150 US dollars
    For confirmation of contracts related to estrangement of automobile transportation; 100 US dollars
    For confirmation of other contracts; 50 US dollars
    For confirmation of copies of educational, labour, RSCA documents, including references from those documents; 20 US dollars
    For notary confirmation of the authenticity of signatures (for each document); 50 US dollars
    For notary confirmation of document translation as well as the authenticity of its translation (for each page):
    - from foreign languages;
    - to foreign languages;
